Using Premium in the United States on a MacBook Pro using iOS High Sierra 10.13.6.
When I click add new playlist, three dots appear, it never allows me to add music, and I cannot delete the playlist that was created. It just remains a #.
Now the message board isn't allowing me to post the image even though I'm signed in.

Could you upload the picture in Google Drive and share it this way?
In the meantime you can try performing a clean reinstall of the app as described on this page.
Other important things to check are if the issue persists with a different account on your device or while the device is connected to a different network.
