Firstly, can you confirm whether this issue appears across all the devices you have mentioned above.

Then maybe you could head down to your account overview and see if those playlists do not appear under the recover playlists section.

 

If you can't access the playlists on all your devices and can't see them listed under recover playlists, I'd suggest contacting the Spotify support team .
