Can't View Downloaded Albums Without Strong Connection

I have the premium version of Spotify on an iPhone 7 and listen to downloaded albums.

When my internet connection is weak and I go to view an album track list from my Library, the Spotify app will display the album as loading until a strong internet connection has been established or Offline Mode has been toggled. I am not sure why an internet connection would be required - when Offline Mode is not activated - to load the album track list if it is downloaded / locally available.

Is there a workaround, or is this simply a bug?
