Can't stream using cellular data

My Question or Issue

When I am not connected to wifi, Spotify will not stream music - will only play downloaded music. It gives a message that it is connecting or trying to connect. I have tried:

- making sure cellular data is toggled on for Spotify in phone settings 

- resetting phone's network settings 

- deleting and re-adding the app

Seems like a basic function of premium Spotify, to be able to play what you want - for example in the car - without first downloading everything under the sun. What am I missing here?
