I am currently in college and I have a playlist with a lot of songs from my local files. For some reason my local files won't download to my phone. I've tried many of the solutions but they all have failed. My college internet says unsecured network, is that the reason why my local files won't download?

I would recommend checking your local files on a different internet network to see if the issue persists - private or openly wide internet connection may have restrictions which can effect the process.

Thanks for getting back to us.
You should be able to download your local files using cellular data. Could you try creating a mobile hotspot on your phone and connecting your PC to it to see if that does the trick? Just make sure that both devices are connected to the same network.

Can you let us know if before going to college your local files were syncing between your PC and phone as expected?
Make sure your PC is discoverable on your network, otherwise your phone can't see it. On Windows 10, click the WiFi icon in the taskbar, right click your network, click Properties, then check "Private" under Network profile.

Thanks for the reply.
Since this started happening on the School network, the issue is most likely network related, as some network administrators limit connectivity and block certain networking protocols required for the sucesfull upload of local files. In that case there isn't much we can do.
You can try clearing your Local file cache, as described here. After that move the mp3 files to a new location on your hard drive and reupload them to Spotify again. After that you can try connecting both your PC and phone to your phone's hotspot wi-fi, and try to re-download the local files playlists on your phone.
