Local files not Syncing

i have no problems syncing my starred music but i have 1 playlist of 13 songs that just will not sync with my phone i have deleted and reinstalled on noth pc and my iphone 4 running ios7. its not even pending the songs are just grey'd out and i can liste to them on my pc but on my phone it says it must be synced i have the play offline button pressed on my pc and iphone and it just says 0 of 13 tracks synced on my phone. my phone is connected to the same network as my laptop but it never shows up under devices on my pc version not even when i connect it via USB idk what to do and this is ectremely frustrating PLEASE HELP!!!!

Hi. Is there any chance these songs are DRM protected? What format are they in?
