Thats's not cool! Can you check to see if Audio Normalisation is enabled under Settings > Playback? If so, toggle it on.

I have the same problem on mine - I'm running latest iOS (10.0.2) on an iPhone 5C. The volume drops drastically anytime I minimize the Spotify app. I've toggled normalisation on and off a few times and it doesn't have a noticeable effect.
Found it - it was the other app (that cursed Pokemon Go) not a Spotify issue. Something in the latest Pokemon Go update changed the app function so it limits other audio/music apps while in use. Quick/temporary fix is to hit pause and then play while in the Pokemon Go app and music should resume to normal volume.
It's not the other app. I've been having this issue as well. I lose volume when opening other applications. I thought since those apps often have their own sounds so i thought they were responsible. I mute these apps so i can play my music. I'm a sound guy so i like to play with settings. Ive toggled normalization and various other attempts to solve this. Today however i had no data left so i used the old app and my collection of music as i had not yet made my spotify list available offline. As its on my phone contact that i can listen without using data (until there is none left apparently) anyways I opened the same apps i usually do while on my commute and to my surprise the sound didn't fade. So SPOTIFY.. fix this.
