Offline songs not syncing

I have spotify premium on mac and iphone and have follwed the in app instructions to sync offline songs but it doesn't work. I'm on a shared wireless network (at a University) and think that might be the cause of the failure. I plugged my phone into my computer and labeled the playlist as available offline on both devices and they are both on the same wifi network. I'm not sure what I can do now to get the offline songs on my phone. I have them in iTunes and the phone's Music app, but I want to have them in Spotify as well.
