You should be able to see it in android definitely. Scroll to the top of a playlist (where the cover artwork is) then swipe sideways on that section.

A while back Spotify updated the free experience on mobile to focus on the basics of music playing. The ability to see a playlist's length currently requires a premium subscription. You can still see it in the desktop app on the free plan.
