Syncing Local Files

Hi, I'm a premium user in the US. I'm trying to get my local files to my iPhone6s from my Mac, which is running OS Catalina.

My Question or Issue

My local files are stored at Users/<user>/Music. They show up and play on desktop, but they're greyed-out on my phone. The playlists containing the local songs are downloaded. I'm pretty sure I've tried all the solutions suggested here,

including turning on a hotspot on my phone and connecting my computer to it, but no luck. Pretty much all the files are mp3s. Would really appreciate any other suggestions!
