To delete and reinstall the Spotify app, press and hold the app, a drop down menu will appear, press rearrange apps this will make the app shake and an X will appear. Pressing the X will delete the app. Press the home button to get back to the normal screen.

The instructions are precies the way they are.

You seem to have an outdated version of Spotify, currently the latest version of iOS is iOS 13.2.3

You can either hold the icon long enough until they start to wiggle (what the article actually is suggesting) or just tap Delete 'APP NAME' from the pop up menu in your screenshot (what needs to be added to it now).
