[iOS][Other] Local files will not sync on iphone 8

iphone 8 iOS 14.5.1

Windows 10 PC 19041.985

Music files are mp3 format

Did a clean reinstall on both devices. (PC and iPhone)

Yes both devices are on the same WiFi. 

Yes I shut down both the PC and iPhone, at the same time, waited 5 minutes and turned them back on.

Yes I own the music.

Yes I deleted and re created the play list.

Both PC and iPhone are updated.

The music will play on my desktop no problem. Has the correct info and album art as well. My iPhone just registers the created playlist, but zero songs are on the playlist.
