Playstation 4 wrong account linked

I was linked to spotify on my old playstation account, however that account got banned and I want to link my spotify to my new account and it won't allow me to do so as it is still linked to the banned account. I cannot unlink this account as I cannot launch spotify on the banned account, is there any way to resolve this issue or do I have to  make a new spotify account?

thanks for reaching out !

For whatever reason the account was banned, it now binned with the current account.

Therefore, i would first contact Sony PS support to see if they can help untie the banned account and free the access for a new one.
