Spotify licensing issues/matters

Hello,

I am just wondering what are the licensing reasons that Spotify has for which we cannot use a payment method not issued in a certain country of residence, with regard to this information:

In other words, why can I not use a US payment method while in another country? What do I do if I have no way to obtain a payment method based in said country? Stick to Free until I get back to the US? This is annoying!
