cannot change payment details

My credit card has expired and I'm trying to update the card number.  I've tried Edge (v25.10586.0.0),  Internet Explorer (v11.0.30 KB3148198 and Chrome (v50.0.2661.94 m) all with cache cleard and pop-up blockers disabled but I can not get past this page...

Can you try with Chrome and with Incognito mode.

I went into incognito mode and that fixed the issue for me. Hope this helps.

unfortunately this didn't work for me.  I get the same result.  the loading "wheel" animation spins indefinately but the page goes no further.

Try to clear your cache with CCleaner, uninstall and reinstall your browser. Make sure you don't enable any hidden browser settings. Also try to temporary disable your antivirus firewall.
