Can't Download Songs

I have spotify premium and im trying to download songs but it won't download them, saying I need to turn my cellular usage on. But it is on, and regardless im hooked up to the internet.

This is a setting inside the Spotify app itself. Go to You Library -> Gear Icon on the top right -> find "Download using cellular" and toggle it on. This should help.
