Local Files No Longer Sync

When adding local files to a playlist on my computer, I can no longer sync that music to the Android app.

 

Steps to reproduce the issue:

  1. Made sure computer and phone are on same network
  2. Created new playlist from computer Spotify app
  3. Added directory to Local Files under options
  4. Added some of those files in the directory to a playlist
  5. From the Android app:  Tap on the new playlist with the local files from the computer.
  6. Tap the switch for Available Offline
  7. Waiting to download appears
  8. That's it.  Nothing happens past that part.

What steps you’ve tried already:

  1. Uninstalled Spotify desktop client, and reinstalled on Windows 7 machine.
  2. Made sure traffic is allowed in Windows firewall.
  3. Shut off Windows Firewall.
  4. Rebooted Router. (All other network traffic appears to be fine.  Do specific ports need to be open for some reason? All computers on my network and the phone can transfer files to eachother over WiFi.)
  5. Removed all files listed in Local Files and added different Local Files from a different directory on the hard drive.
  6. Tried the last 5 steps on two other computers.  
  7. Uninstalled Spotify Android app, and reinstalled.
  8. Gave Spotify app all three permissions that it requires.
  9. I can download any songs in the Spotify catalog to my phone just fine.

I don't know what I did, but in the process of messing with stuff and deleting appdata folders on my phone, Spotify straight up crashing over and over, and resetting permissions, the issue now seems to be fixed.
