That's odd. I don't the reason behind this, but I would email support@spotify.com and you should also be able to restore your playlists in the settings.
It sounds like you managed to create a new account instead of logging into your existing one so yes, you will be charged twice. I suggest you contact spotify using the contact form and they should be able to help sort this out.
