The Track is Not Available

I have a Premium subscription and I have one of my playlists downloaded for offline listening.  I connected to Wifi so all songs should have downloaded.  But when I go offline there are a few songs that will not play.  It says "The Track is not Available".  This only happens for a few songs.  Any ideas?
