Stuck on Waiting to Download

I am trying to make a playlist available offline and have turned on download on cellular network but it still is saying Waiting to Download on the playlist. What's wrong?

Android Help: Can't edit playlists

I'm using the premium version of Spotify and I can't manually sort my playlists. I used to be able to do this on my computer, but I don't use that thing anymore. Is this a bug? A feature that's being added?

Songs not playing continuously

I've clean installed 3 or so times, tried turning off hapless play as well as crossfade, and changed quality. I have still been unable to figure out why songs aren't playing consecutively.
