Public vs Private Playlists

I have a few private playlists that contain local file music that is not available on Spotify. If I make these playlists public will the artists get paid when these songs are played? Or should I keep them listed as private?

People won't be able to play local songs on a public playlist. They only work on the device which has them downloaded : )
