device limit reached

I cannot remove downloads from one of my phones (iphone X) because it is broken and will not turn on.  Can I remove the device online?  There was an old thread addressing this but the link did not work.

Of course you can! If you may have issue with device limit reached and can't turn on the other device, you can contact the Support directly and they'll remove it for you.
