[Desktop] Spotify Download Error

Spotify kept pausing every few seconds so I uninstalled it and am trying to reinstall it. My internet works completely fine (can stream video and music from other places) on my computer (is plugged in via ethernet) and other devices. 

When I try to reinstall I get this error message:

The installer was unable to connect to the internet. Please make sure the computer is connected to the internet and that no firewall is blocking the connection and try again. (Error code 50)
