[Desktop] make volume persistent across app open/close cycles

Every time I restart my PC, the volume level of Spotify resets to 100%.  This is disruptive; volume should stay where it was.  it seems to remain persistent when the app is closed & reopened, but not when the PC is rebooted.

We tested this from our end, but the volume doesn't reset when the computer is rebooted. 

In this case, would you mind letting us know if you've already tried performing a clean reinstall of the app? This is often an overlooked step, but it can be helpful to get rid of any cache that might be causing trouble. 

If this doesn't do the trick, could you confirm the exact Spotify version you're currently running?
