Notifications not working properly

This is for the windows version of the desktop app:

I get some notifications but not all. I just happened to find a new album that came out on from an artist that I follow but I didn't recieve a notification. This isn't the first time it has happened. I looked under new releases and the album was not there either. I also think you should get a notification when an album or song that previously was not on Spotify becomes available.
