Offline Songs Storage setting has no effect

My Question or Issue

The "Offline Songs Storage" location setting that specifies where Spotify should cache songs does not seem to work. Spotify does write a few files to the specified location but the bulk of the data will stay at the default location. Even when the old cache data is deleted, Spotify will continue to cache data into the default location, instead of the one specified in the settings.

I have this same issue on at least two devices.
