Unusable app after upgrading GPU

I recently upgraded to an RTX 2080 Ti in my desktop and the Spotify app has become unusable. It's extremely sluggish scrolling and clicking anything - it's barely usable.

I disable hardware acceleration and after the app restarts, it's better for just a few seconds. I don't have a Spotify file in my AppData folder. Yes I have tried reinstalling the app, restarting my computer, disabling the feature showing local songs on my comptuer.

Any ideas?
