local files will not play

local files from my pc will o longer play on my iphone - they used to play. I get a message stating songs have not been downloaded and that I have to mark the playlist for offline use - I can't find the option to mark for offline use

Can you double check so that you haven't turned off Local files in the Settings menu?

You can check out how to switch to offline mode in this article.

Another useful step to try is to perform a clean reinstall of the app and then resync the songs from your PC to your phone.  This is different from a quick reinstall and could be helpful to get rid of any cached files that might be causing trouble.
