If I cancel my premium plan will my saved playlists be deleted? If I cancel premium and then want to upgrade back to premium at a later date again, can I see th same playlists that I have created on my premium today?

I'll be happy to answer your questions.

When you cancel your Premium subscription, you won't lose any saved music, playlists, or any content on your Spotify account.

To answer the second one, yes you will be able to see your playlists that you've created whether you're on Premium or not. Canceling Premium doesn't have any affect on your saved content.
