Local Files Not Syncing to iPhone 11 Pro

Spotify Premium/USA on an iPhone 11 Pro with a iOS 13.2.3 OS

I just got the new iPhone 11 and have had issues syncing the local files I have on my computer to the new phone. I followed the same steps I did when I had the iPhone 8, adding them to a playlist and making sure the local file was on so that it would bring the files over.

I can play these files from my computer just fine, however, when I try to import them onto the new phone I am unable to do so. It either just will not play the song at all or doesn't even show that it was downloaded to a playlist. I even tried removing the songs from the playlist, reuploading them, and then resyncing my computer and phone and nothing seems to work.

Please help!
