If I take a playlist offline... If I actually am online (4G), is Spotify smart enough to use the local downloaded versions of the songs so that I am not using my data bandwidth?

Hello!

Yes, usually it will play the song you downloaded for offline use. If you want to be safe, go into settings, playback and click "offline mode". 🙂

It should (and for me it does) however some people have reported data usage issues - at the minute no one seems to know what causes it!
