My Iphone 6s is playing the music but won't let me change the song or forward it or rewind once a song is being played.  It won't allow me to choose the song either.  How am I supposed to fix this issue??  I have deleted the app and tried re installing it but still not working, tried closing out and logging out.

Are you sure your premium is still active?

Unless you have spotify premium you will not be able to choose the song more than 5 times within the hour, and You will not be able to go back or fast forward after those five times.

It doesn't ever let me change songs. Just ignores you picking another song. Yes I have premium for two years.
