It should already be possible for Free users to stream Spotify on their Apple Watch. Could you give us a bit more info on what you're trying to achieve so we can get a clear understanding of what you meant?

In case you were referring to downloading playlists and playing them on your Apple Watch, this feature is indeed limited to Premium users only and is not something we can influence on our end, as it would require changes to a subscription tier.
