Thanks for following those steps! Can you please check and see if you’re actively using a VPN? You’ll need to disable it completely to see if that makes the difference.
Also, can you try updating your region settings while connected to a local WiFi network using the steps I provided in my last reply?
Also, does the same issue happen on different devices or only on a specific one. Can you also let me know what your error message says exactly?

I have the same problem but I'm in Canada it won't let me log into my phone app and it's bugging me. I made my account in Canada and still am in Canada I am not using any VPN but it just says that I'm abroad

Hello again, so yea about the VPN I don't use VPN and the last time I used one was like a year ago. Yeah I already tried the steps while connected to local wifi and data connection.
Also I'm not sure about on different device cause I only have one available device for the moment so I can't try logging in on other device. Lastly this is the exact error message "You can only use Spotify abroad for 14 days. Update your location at Spotify.com to continue using it"

Even after changing my account location from India to Germany it is still showing that unable to access account, kindly update the location.
