Storage was denied, I switched it on, and so far it seems to be working. I'm still a bit skeptical too, and second what rcklr said.

EDIT : No, it still doesn't consistently works with storage allowed. I'd say the issue ain't that the client doesn't write to the local storage, it is that it can't communicate the local content to the server.
Turns out this problem is definitely NOT solved, in spite of apparent success with my quick test a few weeks ago. I tested again on a five-hour flight from west coast to east coast. Confirmed that Battery Optimization was OFF and access to Storage was ON, and rebooted phone before flight. During the flight I made a few changes to some test playlists, and after connecting to the cell network upon landing I literally watched Spotify revert the changes I’d made to one of the test lists during the flight song by song. All of the changes I’d made to all of the test playlists during the flight were lost.

Yeah this problem still isn't fixed. I've done what was suggested, turned off optimisations and allowed all permissions, but it's still there and I just lost an hour of playlist fiddling. Pretty much the same experience as gazerbin and rcklr.
The issue is still here
I performed several clean reinstall when asked, and I think I never denied 'Storage access', which means storage is probably currently denied by default, if it might help

2. Open it offline
3. Create a playlist offline
4. Add songs from various sources : playlists, albums, downloaded, non-downloaded
5. Listen to it (optional ?)
6. Add it to home screen (optional)
7. Close the app.
8. Reopen it while offline

It works just fine, which might trick you into thinking the issue has been solved
What we know so far:
· ain't account specific (50 people must be on this thread)
· ain't platform specific (iPhone and Android users concerned)
· appeared just after the 26th January 2021 update for me (Android)
· hard to reproduce it immediately, and the behavior is really dependent on the following parameters
What we can guess:
· it impacts the whole premium user base
· it impacted way more than the 50 of us on this thread, but perhaps it only happened once or twice for them and it went unnoticed
===== Parameters ======
Create the playlist offline or online
Open the app offline or online
Close the app before you put the data back on or don't
Which songs you put in the playlist (taken from albums, personal playlists, other account's playlists, downloaded and in your library or not)
Download the playlist or don't
Reopen the app while offline vs online
Choose to play the playlist or not
As we said earlier, it ain't fixed behavior. You might repeat the same steps as me and still not find it the first time. But, try it again, taking different songs, from different playlists, taking songs from whom you only have the name cached, and you'll get this 'Missing playlist' error message
The issue appeared right after the 26th of January 2021 update.
Using version control, you could go check what changes were made for this update, and then recursively go back in time
Hope you'll find it, stay in touched if you need more info, but we already shared so much in the threads

I'd love to hate you, but man, Spotify's the best, which is probably the reason why we are still here despite the current poor support
It just feels like no dev really tried reproducing the issue, or tried to understand what's happening
So, if anybody's trying to solve it rn, I'd be happy to help, to try different reproductions, anything
But, just, please make it look like you're trying to solve it and feel free to use us as much as you want
It's a short life we live here and 1 year with **bleep** playlists already seems pretty huge for me

Hey there!
I saw this happening to somebody a while back but after that it was answered that it should be fixed. Happened now to me, I was in the airplane adding stuff from my synced playlists into a new playlist. When I turned Spotify back into online mode my playlist had dissappeared.
Would love to get it back 😞

Sorry to hear that you're having such an experience with the app.
We'd recommend running a clean reinstall of the app. Please follow the steps from this Spotify Guide exactly, as this will assure that all app data is cleared completely, before reinstalling.
Also, make sure the app is granted all permissions. These settings could be hindering the performance of the app.
