Doesn't your provider give you 10GB data for all internet connection like internet, apps & streaming?
Otherwise your country has some weard regulations...
I'm living in the Netherlands, Provider KPN, gives me 10GB data.

That's odd. less data when using http.
I can't confirm, but I assume that they do use https instead of http.
Just be sure that you are extra careful when using Spotify on your mobile. If you've Spotify Premium, then I'd recommend to sync your songs for offline usage as soon as you're on a WiFi connection.

Both APs are reachable on http and https.

I can actually answer myself. Yes, Spotify on Android goes through https. So, that's some good news for me. Plus, I purchased Premium some hours ago.
