Local File Playlists Won't Download onto PC

I tried to download my local files on the desktop app but they won't download. Everything is fine transferring the files into Spotify but when I try to download the playlists to transfer to my phone, the download button turns green but nothing happens.  

I have already tried redownloading the app, switching the file locations, I made sure they are all mp3s, remaking the playlists, I don't know what else to try. I've successfully downloaded these playlists before and it was easy. Through trying to find a way to fix this I've seen that some people downloaded older versions of the app, I'm thinking this is the best option but I don't know which version.

Update: actually I just realized I can't download any playlist on desktop, local files or not. I checked and it's not a space issue. Here's what it looks like:

Just to double-check-are there any changes after running a clean reinstall with these steps?

If you're using the app from your website, it's a good idea to also try downloading it from the Microsoft store to see if anything changes.

If the issue persists, could you try with another account on the same device to see if that helps?
