My Question or Issue
I have been having this issue for a while but its been getting really annoying, It started off a couple months ago when i first got premium anything added to my playlist after i got premium wont play or load, if i tried using my phone and attempted using the devices available feature and connecting it to my pc, it still would not work. Now when attempting to fix it myself it deleted everything off my playlists on the pc but not my phone

Hello @nick23king9!
This a known bug with the desktop app and Spotify is investigating the issue. There is a workaround which seems to be working for some users. Can you try the following steps:
Hope that solves the issue! Let me know if you have further questions. There is also an open issue about this here where you can track it and vote for it so it catches more attention. I hope this will get fixed on Spotify's end soon.
Have a nice day 🙂

It bothered me for a long period of time. I could use Spotify on win 10 in my office but couldn't at home on a win 7 PC. It won't load any playlist or play any song not stored locally. Tried clean uninstallation, logging out, safe mode and none of them works. This post magically solved my issue. Looks like a connection/protocol issue to me.
