My spotify connect doesn't work. It works on my phone and PC, but it doesn't work on my laptop. My laptop doesn't recognize any devices. I've already tried to reinstall desktop app and logged out everywhere.

To start with, can you restart your router to see if it makes any difference (turn it of for 30 seconds)?
If you have any anti-virus, anti-hack or any other anti-software installed, try to temporarily disable it, just long enough to test your Spotify issue.
You mentioned that you reinstalled the app, but can you confirm that you followed the steps that are provided in this article? There's some more steps to help thoroughly uninstall the app from your device, so if you haven't, we'd highly suggest it since the steps will make sure there's no old cache files causing this.
