Can't get local files from computer to laptop

I have spotify premium, on my pc, iphone and laptopWhen i put local files into a playlist (from pc), it automatically loads the local files into my mobile playlist, however this is not the case when im on my laptop.My question is: why??

Reinstalling Spotify without needing to redownload songs

Spotify doesn't download saved songs folder on PC

I dont know if it's the update but I cant download the entire Songs folder. There's no download button or whatsoever. The music from downloaded playlists are only the ones that are available offline. Is there any way I can download the Songs folder?
