[Localization] Add Crimean Tatar language

Hello, Spotify!
It would be great to add Crimean Tatar language!

A lot crimean tatars use Spotify in Ukraine, some of them in Turkey, Romania, and Bulgaria, and all around the world!

It's preferable to add the Crimean Tatar language based on the latin alphabet.

Not only listeners use this language. A lot of musician use this language. For example, on the last Eurovision 2023 the full set of Jamala singer is consist of the songs on the Crimean Tatar language. And her song that was the winner of Eurovision 2016 is also partly on the Crimean Tatar language.
