Card not working for premium

My Visa card isn't working when I try to upgrade to premium. It has sufficient funds and has been registered in the same country as my account. I've tried different wifi networks, making a paypal account and trying in incognito mode. None of it works...

Solved!! My netwotks provider licence stopped for no reason.
