So I tried to buy premium for a new account with the same card as my previous account. It told me I couldn't use the same card (?) and then I checked my bank account and saw that Spotify had charged me for the service, and I do not have premium.

Can you check if it's a pending/processing charge? If it is, it won't probably go through since the transaction didn't finish.
