same ad keeps popping up over and over again

I have tailored ads turned of in the privacy section, however the more i listened i kept getting the same ad more often, until it was the only ad i ever got. Is there any fix to this?

Is it a visual or audio ad? Both

Name of ad: Georgetown University, UMGC, Cleaning ads (Lysol?, Clorox?, etc)

Rough time/date you heard the advert: Maybe around 1:30~1:40pm EST

Your device's model and OS version: It happens on both my laptop and any phone. All phones I've used are the same iOS or Andorid or phone from Walmart (Tracfone)
