Starting to think Spotify Premium is impractical for my situation

I have a 16GB iPhone 6.It seems that I can't really download very much music to my phone. On the other hand, it seems I can't really play much music offline without blasting my data usage through the roof.What sort of solutions are there, if any?

Losing my downloads

Hi. Every once in a while I lose all my downloaded content. Inevitable, I proceed to download the music back into my phone. I am curious if anyone else has thus problem, and if there is another solution.
