The shuffle has a bug. You cannot turn on normal shuffle. Either shuffle is off or it is the shuffle that puts in random songs into the playlist.

That's odd. Have you noticed this with a specific playlist or with all your playlists? It's worth trying out all steps from the app's built-in troubleshooting menu located at the top of the screen, under Help to see if that does the trick.
Should the issue persist, consider performing a clean reinstall of the app - this will get rid of any potentially corrupted cache and ensure you're running the latest version of Spotify available.

I checked multiple playlists. It was the same across multiple, so I assume they all had the problem.
The "Reload" option from the troubleshooting option did not help.
The "Disable Hardware Acceleration and Restart" did solve it. I then re-used this option to turn hardware acceleration back on, and the fix persisted.

I Have done this every second day, It works when re installed but after a day or two it greys out and is blocked. It has activated the smart shuffle but I don't want that and i cant turn it off.

Have you tried using the keyboard shortcut Alt + S (Mac) / Ctrl + S (Windows) to see if toggling Shuffle on/off that way does the trick?
Should the issue persist, please share the version of Spotify you're running, along with a short screen recording which captures the exact behavior in action so we can investigate further.
