Cannot change location

Dear Spotify, 

I am a free spotify user and I cancelled my premium subscription sometime last year back in Singapore. So I moved from Singapore to the UK for uni and I wasnt able to use spotify. I was told to change my location in my profile settings but I couldn't even select my drop down menu. I read other posts and noticed that all I had to do was change my payment details in the subscription page so I did that and immediately cancelled my subscription. Now my spotify works but I've been charged the subscription fee even though I cancelled it. I do not require a premium subscription and I want to do is change my location so can you please refund me that fee? And please allow me to change my location cause I will be going back and forth of Singapore and UK every now and then. It is ridiculous for me to pay for subscription when all I  wanted to do was change my location. 

I have also added a picture to show why I can't change my location. The picture shows UK but I had that same issue before my location got changed to the UK.

Please do something about it/reply me
