Duo Account not accepting my wife.

When my wife tries to join my Duo Account, in the "Enter your address" screen, she types in our address (the one that is on my account) and it tells her she is in the wrong country. We are 3 feet apart.

Trying to change my country so I can join my partners duo account.

I am unable to change my country to combine accounts with my partner. I have a valid payment method and address for the country I want to change to but still am unable to update to another country.
