Why spotify won't let me have premium

Hi, I live in quebec, canada. I tried to subscribe to premium solo for three days now and spotify keep writing that I'm not eligible for the plan. How is that possible and how do I get premium than?

What's new bell doesn't show the new episodes

I update yesterday my Spotify and now when I check in the bell sign that shows the new episodes release it shows me an old episodes and when I go to the podcast channel I see there the new episodes.
