Devices Available button on Windows 10 app is greyed out

So I have no issue connecting to my speaker or ps4 with my iPhone, but on my laptop the Devices Available button is greyed out and unclickable. My bluetooth is on and the wifi for my ps4 is shared with the laptop. I'm not sure what the issue is.
